Plans are to construct a light-rail transit system that will include a 3.2-kilometer tunnel through downtown, which will be part of a 12-kilometer line from Tunney's Pasture to Blair Station. Thirteen stations are being planed along the route, including four underground stations serving downtown and the University of Ottawa. The firms were chosen because of their extensive light-rail infrastructure and tunneling experience.

The purpose of the $2.1 billion light-rail transit project is to improve Ottawa's rapid transit network and provide needed rapid-transit capacity through the downtown area to alleviate existing bus congestion, accommodating forecast population and employment growth through 2031 and beyond.
