Petrovietnam, also known as Vietnam Oil and Gas Corporation (Hanoi, Vietnam), is investing $1.4 Billion to construct a new grassroot 130,000 barrels per day (BBL/d) refinery. The refinery is the first in the country and is known as the Dung Quat Refinery. The refinery will be located in Dung Quat, Quang Ngai province, approximately 120 kilometers south of Danang City. The plant will process Bach Ho, a low sulfur crude slated for the first years of operation. Eventually, the plant will begin to process sour crude from the Middle East.

The refinery will include units, such as: Crude Unit, Residual Catalytic Cracker utilizing IFP technology, Reformer utilizing UOP Platformer Design, and an Isomerization unit utilizing UOP Penex technology. The company has chosen Technip Coflexip (Paris, France) and JGC Corporation (Yokohama, Kanagawa, Japan) as a joint venture to perform engineering, procurement, and construction for the first refinery in Vietnam. The plant is currently in the engineering stage and is expected to begin construction Fall 2005.

Petrovietnam, established in 1975, is currently planning to build two refineries the Dung Quat and Nghi Son refineries. The Nghi Son $2 billion petrochemical complex will include a refinery and petrochemical plant and have a capacity of 7 million tons per year. The company expects the two refineries to supply about 70% of the countries demand for petroleum products by 2010. In addition, the company is evaluating to build a third refinery in Vung Tau.
