TORP Technology Plans to Construct New $400 Million LNG Receiving and Regasification Facility in the Gulf of Mexico

TORP Technology Incorporated (Houston, Texas) is planning to construct a new LNG receiving and regasification terminal in 125 meters of water approximately 62 miles offshore, south of Dauphin Island, Alabama. The proposed Bienville facility will have a LNG regasification capacity of 1.4 billion cubic feet per day (Bcf/d) and will utilize TORPs in-house HiLoad technology to offload LNG directly from the LNG Carriers, regasify, and then inject directly into an export pipeline.
TORP intends to construct a 4-pile 6-leg platform fitted with dual HiLoad re-gasification arms for unloading. There will be no LNG storage on site and the facility will have a closed loop regasification system to avoid the pitfalls that other offshore LNG terminal developers have faced from environmentalists over having open loop systems and the possible damage that they can do to aquatic life in the vicinity. To export the natural gas to the pipeline grid, TORP plans to construct approximately 20 miles of 36-inch diameter sub sea natural gas transmission pipeline that could make up to four pipeline interconnections with existing pipelines in the area.
TORP is presently in the permitting phase with the US Coast Guard (USCG). TORP filed an application for a deep-water port license with the USCG in January of 2006 and its filing was deemed complete by the USCG in May 2006. TORP expects to receive a draft environmental impact statement in the second quarter of 2007. TORP expects to select an E+P+C firm during the fourth quarter 2007, and construction on the Bienville LNG regasification project could begin as early as the second quarter 2008, with a completion date targeted for some time in mid-2010.
TORP is also working with Tidelands Oil & Gas Corporation (OTC:TIDE) (San Antonio, Texas) for two further LNG regasification facilities that TORP will provide the technology for. One of the projects is the Esperanza Energy LLC project to be located just offshore of Long Beach, California and the other project referred to a Dorado is to be located off the coast of Mexico and could be integrated with the proposed 50 Bcf capacity Reynosa natural gas storage project also in planning to help the government of Mexico even out the price volatility of natural gas in the northern regions of Mexico.
