Researched by Industrial Info Resources (Sugar Land, Texas)--The Rising Tree windfarm project in southern California has experienced another delay. The 285-megawatt (MW) project, scheduled to be built in Kern County, California, is still in the preliminary design and permitting stage. An authorization for expenditure (AFE) is expected in early 2015, about six months later than previously predicted.
Assuming the AFE is made, the $445 million project, under development for several years by a unit of EDP Renewables (Houston, Texas), plans to issue requests for proposals (RFPs) for engineering, procurement and construction (EPC) services and major equipment in May 2015. Construction is scheduled to kick off in October 2015, and the project is scheduled to be operating by May 2017.
It is not clear that EDP Renewables has a power-purchase agreement (PPA) for the full output of the Rising Tree project. In late 2013, EDP Renewables said it had signed a 20-year PPA for 100 MW from the Rising Tree North windfarm, which was scheduled to be built in California. The purchasing utility was not named. It is unclear if Rising Tree and Rising Tree North are the same project.
