It called for the first plenary meeting under the organization of the National Energy Administration (NEA) in Beijing, officially beginning the Chinese government's preparation of the plan.
The team was formed by the Electric Power Planning & Engineering Institute (EPPEI) (Beijing) under the mandate of the NEA, with the participation of the Chinese Academy of Engineering (CAE) (Beijing), China Renewable Energy Engineering Institute (CREEI) (Beijing), State Grid Energy Research Institute (SGERI) (Beijing), China Coal Industry Development & Research Center (CCIDRC) (Beijing), Sinopec Economic & Technology Research Institute (Beijing) and CNPC Economic & Technology Research Institute (Beijing).
The "Five-Year Plan" guides China's social and economic development, and the Energy Development Plan is an important guideline in making investment decisions.
The NEA began the preparation of the 12th Five-Year Energy Development Plan (2011-15) in 2009, but the plan was not finalized until the beginning of 2013. Following its reorganization in 2013, the NEA has been focused more on the preparation and implementation of an energy development strategy, planning and policies. As opposed to the previous "Five-Year Plan," the main purpose of this new plan is not project approval, but to perform the nation's energy strategy, to optimize resource allocation, and to coordinate the development of different sectors and different regions.
A key task of the 13th Five-Year Energy Development Plan is the "Action Plan on National Energy Development Strategy" (2014-20), which aims to establish a safe, clean, efficient and sustainable modern energy strategic system, according to Yu Yanshan, the director of the planning department of the NEA, who spoke at the meeting.
