The cornerstone laying ceremony for the civil work and metal structure installation project, one of the three major projects for the dam of Xiluodu Hydropower Station at Jinsha River (the upstream of Yangtze River), was held at the right bank construction site on April 26, which marks the official starting of construction for Xiluodu dam, the third highest dam in China.

On March 21, 2007, the No.8 Bureau of China Water Resources and Hydropower Engineering Corporation (Baju) signed the contract for civil work and metal structure installation project of Xiluoduo dam project with the owner, China Changjiang Three Gorges Project Development Corporation (CTGPD). The contract has a total amount of $390 million, which is the largest amount in a single bid in the hydropower sector of China up to now.

Xiluodu Hydropower Station is the second largest hydropower station in China currently under construction (total installed capacity 12,600 MW), which is just next to the Changjiang Three Gorges Project (18,200MW). The project is also the first hydropower station built on Jinsha River, featuring a double curvature arch dam. Crest elevation of the dam is 610m, crest length of the dam is 700m, and the maximum height of the dam is 278m. The dam project is divided into three bids: civil work and structural installation project, plunge pool and secondary dam civil work project, and construction, installation and operation of Daxichang-Majiaheba and Tangfangba aggregate processing system. The project is scheduled to have a river closure in October 2007, start dam concrete placing in October 2008, complete the first unit installation in June 2012 and put the first batch of units into operation in June 2013 with reservoir impounding to el. 540, and the entire project is to be completed in 2015.
