Researched by Industrial Info Resources (Sugar Land, Texas)--The Federal Energy Regulatory Commission (FERC) (Washington, D.C.) recently approved reforms that could bring Canadian hydroelectric power into the New England region, including ISO New England and the New England Power Pool, the entities that oversee the regional electrical grid.
ISO New England is responsible for ensuring that the electrical grid in the region's six states has reliable, competitively priced wholesale electrical generation. The New England Power Pool is responsible for insuring the bulk power supply conforms to proper standards of reliability, and sustains competitive markets and provides market rules to promote voluntary participation.
ISO New England includes Maine, Vermont, New Hampshire, Massachusetts, Connecticut and Rhode Island.
The FERC reforms would assist ISO New England in importing power from hydroelectric projects being developed in several Canadian provinces. These reforms could help alleviate grid generation deficits, which are exacerbated by the closing of Entergy Corporation's (NYSE:ETR) (New Orleans, Louisiana) 604-megawatt (MW) Vermont Yankee Nuclear Power Plant last year.
Industrial Info is tracking 41 grassroot hydroelectric power projects valued at $2.47 billion, which could be made available to the New England regional grid. This includes 35 projects worth $1.37 billion in Ontario; three projects valued at $1.35 billion in Quebec; and three projects valued at $206 million in Nova Scotia.
The largest hydro projects under construction are in Quebec, where Hydro--Quebec (Montreal, Quebec) is building the $330 million, 270-MW Romaine 1 and the $750 million, 400-MW Romaine 3 facilities, which are scheduled to be completed in 2016.
The 10-MW, $20 million Okikendawt hydro project from Hydromega Services (Montreal, Quebec) is within weeks of being completed. These grassroot projects would be eligible to sell power into the ISO New England grid through transmission lines connected to the U.S. grid in the future, if approvals are received, which would help to lower electrical costs to consumers in the affected states.
