India's HPCL Seeks Consultancy for 50-Megawatt Windfarm

Researched by Industrial Info Resources India (Delhi, India)--Hindustan Petroleum Corporation Limited (BSE:500547) (HPCL) (Mumbai, Maharashtra), India's second-largest oil-refining and marketing company, is scouting for a project management consultant (PMC) for the implementation of its proposed 50-megawatt (MW) windfarm.

HPCL currently has three operational windfarms in the states of Maharashtra and Rajasthan, with a total installed capacity of 50.5 MW, and plans to ramp up the capacity to 100 MW. HPCL has issued the pre-qualification bid documents to shortlist the prospective consultants. The final bidding is slated to begin in September 2012.

According to HPCL, the selected PMC will identify and validate the site through feasibility studies. The PMC also will be responsible for the validation and release of bid documents; techno-commercial evaluation of the bids; project management; quality management; supervisory work during construction; and the review and approval of various documents submitted by the contractors and equipment suppliers.

HPCL is a Fortune-500 company and the second-largest integrated oil refiner and marketer in India. To diversify its business, the company has forayed into non-conventional energy domain. HPCL has identified wind power as the primary area for realizing renewable energy generation goals. HPCL's maiden wind energy project was commissioned at Dhule in Maharashtra in May 2007. Developed by Suzlon Energy Limited (BSE:532667) (Pune, Maharashtra), India's wind-turbine major, this 3.75-MW pilot project comprises three wind turbine generator (WTG) units, each with an installed capacity of 1.25 MW.

Suzlon also has developed HPCL's wind power project in the Jaisalmer district of Rajasthan. Commissioned on January 1, 2009, the 21.25-MW windfarm comprises of 17 WTG units of 1.25-MW capacity each.

The second wind power project in Jaisalmer was commissioned on December 18, 2010. The 25.5-MW project, developed by Suzlon, comprises of a 17 WTGs with installed capacities of 1.5 MW each.
