Market Commentary:
COVID-19 continues to affect the world's health - economic and otherwise. As OilPrice reports: "Crude prices fell on Friday following news that President Donald Trump tested positive for the coronavirus. Broader equities also tumbled. As of midday trading, Brent was down more than 4 percent, dipping below $40 per barrel."

As the calendar flips into fall, concerns are mounting about another COVID-19 outbreak, which would lead to more countries imposing restrictions. Such actions would depress further hydrocarbons demand as the global economy adapts--as it is able--to this new normal.

Speaking of economic adaptation, OilPrice reports, "Shell and Suncor are not the only companies that have taken to cutting jobs, and cutting jobs isn't the only method oil companies are using to conform to the new normal.

"The shale patch has seen a rash of bankruptcies over the last few months. The most recent examples of shale patch bankruptcies include Oasis Petroleum and Lonestar Resources, but the number of bankruptcies are measured in the dozens.

"The IEA, OPEC, BP and Total all have issued grim forecasts of oil demand growth and the industry in general, and oil companies are scrambling to make changes that will allow them to survive over the course of not just a few weeks or months or even years, should these grisly forecasts turn out to be accurate."

There remains so much uncertainty in these markets. October 2, 2020 - Shell continues to operate its 230,000-barrel-per-day (BBL/d) refinery located in Convent, Louisiana at a rate reduction due to undesirable economics. The 100,000-BBL/d crude unit (VPS 2) was shut down in April, with a restart based on demand. IIR has confirmed the unit remains down and would likely restart toward the end of this year or early next year.

October 2, 2020 - IIR has confirmed that LUKOIL-Volgogradneftepererabotka LLC continues with a shutdown of the 31,000-BBL/d ABT-3 (Crude 1) and 18,600-BBL/d ABT-3 (Vacuum 1) units at its 334,000-BBL/d Volgograd Refinery in Russia. The units have been shut down in reserve mode since July 2019, and restart is now expected end-October, 2020. Meanwhile, the refinery has scheduled a planned maintenance shutdown of the 90,000-BBL/d ABT-6 (Crude 4), 54,000-BBL/d ABT-6 (Vacuum 4), 30,000-BBL/d Diesel Hydrotreater (GO DT-18/1), 30,000-BBL/d Diesel Hydrotreater (GO DT-18/2), 14,600-BBL/d Catalytic Reformer L-35/11-1000 (1), 14,600-BBL/d Catalytic Reformer L-35/11-1000 (2) and the 7,300-BBL/d Delayed Coker No.60 (21-10/7). The turnaround is expected to kick off on October 9.

October 2, 2020 - IIR has confirmed that INA Industrija Nafte D D has scheduled a plant wide shutdown of its 90,000-BBL/d Rijeka Refinery in Croatia. The 90-day shutdown is scheduled to kick off on November 9.

October 2, 2020 IIR has confirmed that Valero Energy Corporation has rescheduled a planned maintenance turnaround of its 220,000-BBL/d Crude, 97,000-BBL/d Vacuum, 38,000-BBL/d CCR and associated units at its 220,000-BBL/d Pembroke Refinery in the U.K.. The planned maintenance now is expected to kick off in February 2021, as part of a plant-wide maintenance turnaround. Meanwhile, the refinery continues to operate at a reduced capacity of 70% at least until the end of October.

October 2, 2020 - IOCL has rescheduled a 31-day planned turnaround of the 54,000-BBL/d CDU 3 and 7,250-BBL/d Reformer 1 at its 274,000-BBL/d Gujarat Refinery in India. The turnaround for CDU 3 and Reformer 1, previously planned to begin November 15, is now expected to begin November 25. Expectations are to complete repairs and restart the units by December 25. Additionally, IOCL has rescheduled a 31- day planned turnaround of the 24,000-BBL/d Hydrocracker Unit. Previously, the turnaround was scheduled from October 1, 2020, and now is expected to begin by November 25. Separately, the 91-day BS VI (Bharat Stage VI) hook-ups and maintenance turnaround of the 13,900-BBL/d Reformer 2, 5,300-BBL/d Isom and 5,000-BBL/d NHT units are rescheduled. The turnaround, previously planned to start on November 15, now is expected to begin by November 25. During the shutdown, the Reformer and Isom Unit capacity will be increased from 13,900-BBL/d to 18,000-BBL/d and 5,300-BBL/d to 6,400-BBL/d, respectively.

October 2, 2020 - Kar Group continues with an unplanned shutdown of the 60,000-BBL/d Kar Block 2 at its 160,000-BBL/d Erbil Refinery in Iraq that started on June 15 due to low demand as a result of the COVID-19 pandemic. Tentative expectations are to restart the units by November 15. Major units in Kar Block 2 include the 30,000-BBL/d CDU 3, 30,000-BBL/d CDU 4, 9,000-BBL/d NHT 2, 6,000-BBL/d Reformer 2, 2,500-BBL/d KHT and 2,500-BBL/d Isom 2. Separately, Kar Group on September 15 successfully resumed the operations of the 40,000-BBL/d Kar Block 1 and the 60,000-BBL/d Kar Block 3. The blocks had been derated by 20% since June 15 due to COVID-19. Major units in Kar Block 1 include the 20,000-BBL/d CDU 1, 20,000-BBL/d CDU 2, 9,000-BBL/d NHT 1, 6,000-BBL/d Reformer 1 and 2,500-BBL/d Isom 1. Major units in Kar Block 3 include the 30,000-BBL/d CDU 5, 30,000-BBL/d CDU 6, 9,000-BBL/d NHT 3, 6,000-BBL/d Reformer 3 and 2,500-BBL/d Isom 3.

October 2, 2020 - Caltex Refineries (QLD) Pty Limited continues restarting procedures of its 110,000-BBL/d Lytton refinery in Queensland, Australia, and expects to resume normal operations by October 18, after rescheduling on October 1. In response to adverse COVID-19-related fuel demand destruction, the company recently completed an unplanned turnaround and inspection (T&I) that began on May 8. Major units include the 55,000-BBL/d Crude 1, 55,000-BBL/d Crude 1B, 5,000-BBL/d FCCU, 3,500-BBL/d Alky, 23,000-BBL/d Reformer, 23,500-BBL/d DHT1, 23,500-BBL/d DHT 2, 23,000-BBL/d Reformer Feed Hydrotreater and the 10,000-BBL/d Isomerization Unit.
