Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for Lufeng Baolihua New Energy Company Limited's (Shanwei, Guangdong) 2,000-megawatt (MW) Lufeng Jiahuwan coal-fired power plant was submitted to and accepted by the Ministry of Environmental Protection (MEP) on January 2, 2014, according to an announcement from the MEP on January 24.

The proposed plant will be located west of Haijiashan, in Hudong Town of Lufeng County, Shanwei City, in southern China's Guangdong province. The power plant will be furnished with two 3,034-ton-per-hour, ultra-supercritical, single-reheat, pulverized coal-fired boilers with balanced ventilation. The boilers will drive two ultra-supercritical, single-shaft, single-reheat condensing steam turbines, together with two water-hydrogen-hydrogen-cooling, 1,000-MW turbine generators.

The project will take seawater directly from the sea for cooling and use a 585-cubic-meter-per-second seawater-desalting system. The project also will use bituminous coal that was produced in China Shenhua's coal mines and shipped to the site via railway and boat. The project will be furnished with a 100,000-tonnage special berth for coal handling, together with a 3,000-tonnage berth for the shipment of heavy pieces. The project will be connected to Guangdong Grid via two 500-kilovolt (kV) transmission lines.

In regards to environmental protection, the project will adopt a limestone-plaster wet flue gas desulfurization (FGD) system without bypass, with a design desulfurization rate at 95.5%; electric field electrostatic precipitators (ESP) with a dust-removing rate at 99.7%, plus wet electrostatic particulate precipitators (with dust removing rate at 50%), to achieve a combined dust-removing rate of 99.93% (considering 50% of dust removing rate at the FGD); low-NOx burners; and a selective catalyst reduction (SCR) unit for NOx control, with an NOx removing rate at 85%. A 240-meter-high, dual-canister chimney, with an outlet diameter of 8.5 meters, will be shared by both units.
