China Allocates $3.18 Billion in Emissions Reduction

Researched by Industrial Info Resources (Sugar Land, Texas)--China's Ministry of Finance announced in late November that the central Government will allocate $3.18 billion toward emissions reduction. Vice Minister of Finance Zhang Shaochun said $945 million will be set aside as bonus funds for rewarding the nation's top energy-conservation projects. About $878 million will be used to build an auxiliary sewage network for wastewater treatment plants in central and western China. About $270 million will go toward phasing out backward and wasteful production. Statistical and monitoring work was given $405 million. Pollution prevention in the Yangtze, Yellow and Huaihe rivers, and the Dongting, Poyang and Taihu lakes was granted $675 million.

Also in late November, Vice Premier Zeng Peiyan said emissions of sulfur dioxide and chemical oxygen demand have been declining for the first time in China. The country has been preparing to launch a series of efforts in environmental protection and energy conservation.

About 40% of China's energy comes from burning coal. The estimated coal savings from the top energy-conservation projects in the next five years will total 240 million tons.

The projects are:
•Reduction of petroleum use and development of substitutes
•Improvement of energy efficiency of the country's industrial coal-burning boilers
•Promotion of regional combined circular power plants
•Recycling of waste heat and pressure
•Improvement in energy efficiency at power plants
•Improvement of overall performance of energy systems
•Energy conservation in construction and lighting systems
•Government leadership in conservation
•Closer monitoring mechanism and related services in energy conservation and emission reduction

In addition to industries, the projects also target energy conservation by individuals and households. Water-saving hoses and green energy light bulbs are gradually replacing their traditional versions in the Chinese market.

The $3.18 billion only represents the budget from the Ministry of Finance. More is expected to be spent by relevant local environmental and industrial agencies.
