Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for China Datang Corporation's (Beijing) Huaihua Coal Gangue Utilization Power Project, prepared by Beijing Guohuan Tiandi Environmental Technology Development Center Company Limited (Beijing), was accepted by the Ministry of Environmental Protection on December 4, 2012, according to a recent announcement from Datang Huayin Electric Power Company Limited (SHA:600744) (Changsha, Hunan), a listed subsidiary of China Datang Corporation.
China Datang's Huaihua Coal Gangue Comprehensive Utilization Project is located in Huitong County of Huaihua City, in central China's Hunan province, which lacks coal resources but is rich in coal gangue resources. Early in October 2008, Datang Huayin signed the framework agreement for the coal gangue resources development with the Huaihua municipal government. According to plans, the project has a total investment of about $635 millions in the initial stage and mainly comprises a 4 million-metric-ton-per-year, aboveground coal gangue mine; a 600-megawatt (MW) coal gangue-fired power plant; and a 2,600-ton-per-year vanadium refinery. The power plant will be furnished with two circulating fluidized bed boilers to support two 300-MW, subcritical, extraction-condensing steam turbine generating units and an associated 150,000-cubic-meter-per-year concrete bricks production line.
In October 2009, the feasibility study of the power plant project passed the examination of a panel of experts. In early 2012, the project received consent from the National Energy Administration to kick off pre-stage preparation for the power plant. The project company, Datang Huayin Huaihua Coal Gangue Resources Development Company Limited (Huaihua, Hunan), was established in May 2012. The EIA reports that the associated coal gangue mine and vanadium refinery also received approval from the provincial environmental protection agency earlier this year.
With the approval of the EIA report, the construction of the project will be ready to kick off shortly. In fact, the groundbreaking ceremony for the project was held on November 2, 2012. According to the schedule, the project will begin operations by the end of 2014, and the entire project will be completed in 2015. Upon completion, the project will play an important function in demonstrating the large-scale development and comprehensive utilization of coal gangue resources in China.
