Chinese Island Province Plans to Build 13 Windfarms

Researched by Industrial Info Resources (Sugar Land, Texas)--The island province of Hainan in southern China is actively promoting the development of a cyclic economy. The province has launched four experimental parks in the Laocheng Industry Development Zone, the Changjiang Industry Development Zone, the Yangpu Economic Development Zone and the Dongfang Chemical Industry City, according to a person in charge of Hainan's Industry, Economic and Information Industry Bureau.

The introduction of large enterprises and projects with high technical content, advanced technology, a high rate of resource utilization, low energy consumption and pollution are specially emphasized in Hainan. Some examples are: the Dongfang Chemical Industry City project invested by China National Offshore Oil Corporation (CNOOC) (Beijing); the 1 million-ton pulp and 1.6 million-ton paper-making project invested by Sinar Mas Paper (China) Investment Company Limited (Shanghai); and the 8 million-ton oil refinery invested by CNOOC.

The province will encourage the development and utilization of renewable energy. Plans call for 13 windfarms in the province. These windfarms will be built in the eastern, northwestern and west coastal areas of Hainan with a total installed capacity of 1,234.5 megawatts (MW). It has been suggested that four-6 windfarms with a capacity of 250-300 MW will begin construction by 2010; 400 MW by 2014; and 600 MW by 2020. Six windfarms with a capacity of 297 MW will be built from now until 2009.

In addition, Hainan will utilize solar energy and promote the use of photovoltaic and solar heating products, as well as the research and development of solar products with independent intellectual property rights. The province will also be actively engaged in the development and utilization of biomass energy and focus on the development of biomass power generation, marsh gas and biologic liquid fuels.
