Downeast LNG Tests Public Waters Regarding New LNG Terminal Proposal in Maine

Downeast LNG (Calais, Maine) and Kestrel Energy Partners LLC (New York, New York) have joined forces and are proposing to construct a new LNG receiving terminal in Maine. The proposed terminal will be constructed on an 80-acre site on the south side of Mill Cove in Robbinston, Maine. Only thirty acres of the site where the Saint Croix River meets Passamaquoddy Bay will be utilized for the terminal itself.
Downeast LNG selected this site after researching 27 sites in New England, of which fourteen were in Maine. Approximately 500 people live in Robbinston, and there have already been public meetings between them and the energy companies. In general, feelings about the new LNG project run high in the town, with nearly eighty percent of the people attending the last meeting and leaving with a positive concept of the project. That number alone is almost unheard of in the state of Maine.
The LNG terminal being proposed will have a daily capacity of 500 million standard cubic feet per day(mmscfd) of natural gas throughput and will utilize a 4,350-foot pier with a single mooring dolphin to accommodate one LNG carrier per week. The permit itself will include a single 160,000 cubic meter LNG storage tank designed to be wider than the norm, so it will barely reach the tree line, and thus be less visible in the natural surroundings. The terminal will utilize water bath re-gasification units and a single 2,000 horsepower boil-off compressor for LNG re-gasification and vapor return systems. There will be a small black-start power generation unit onsite for emergency power situations only. Downeast LNG has no plans to generate power on site at the time.
Downeast LNG has yet to file with the FERC for its permits, but expects to do so in the next few months. All things considered, construction on the new $400 million LNG proposal could begin as soon as the first quarter of 2007, with a completion and in-service date targeted for some time in 2010.
