Energy Companies Focus On Cameron Parish Louisiana to Develop $6 Billion in LNG Projects

A recent analysis of the top counties for industrial project activity (See - Top 20 U.S. Counties for Industrial Project Activity Plan $39.6 Billion in Capital and Maintenance Spending) revealed the Top 20 Industrial Project Active Counties List. The top 20 most active list is a ranking of counties by the number of planned projects. Further review shows that some of the counties/parishes that didn't make the top 20 most active list, actually had greater planned project spending than those that made the list. Such is the case for Cameron Parish, Louisiana, whose $6 billion in planned industrial project spending is the third largest in the nation after California's Los Angeles and San Francisco Counties.
Industrialinfo.com is tracking 22 projects in Cameron Parish, Louisiana, representing almost $6 billion in total investment value (TIV). All of the projects are energy related. The big-ticket projects representing the majority of the capital spending in the Parish are for new onshore and offshore LNG terminals and their associated pipelines. There is also a minor bit of work planned at the U.S. Department of Energy's strategic petroleum reserve (SPR) in West Hackberry, Louisiana.
Cameron Parish is receiving a lot of attention from energy companies looking to develop LNG terminals, because of its established oil and natural gas transportation infrastructure and its import shipping capabilities. Cheniere Energy, ExxonMobil, Port Pelican LLC, Sempra LNG, and Shell are a few of the companies developing LNG projects in Cameron Parish.
Some of the projects incorporate cogeneration, such as Cheniere Energy's $800 million Sabine Pass project, which includes a 50MW cogeneration plant.
Development of LNG terminal projects has exploded in recent years, as the nation looks to shore up its natural gas supply. Located in Southwest Louisiana, in the heart of oil and gas country, bordered by Texas and the Gulf of Mexico, Cameron Parish is already home to two of the five operating LNG terminals in the U.S. The Trunkline LNG terminal is located in Lake Charles. A second operating LNG terminal, the Gulf Gateway Energy Bridge, which began operations earlier this year, is located 116 miles South of the Louisiana coastline in the Gulf of Mexico.
Other offshore Louisiana LNG terminal projects may have a difficult time getting approved with proposed open loop water-cooling systems. In May 2005, Louisiana Governor, Kathleen Blanco announced opposition to open loop technology, which is purported to have adverse affect on aquatic life. Energy companies would have to use closed loop technology, currently used by most onshore LNG terminals. Closed loop systems are much more expensive to build, maintain, and operate than open loop systems.
