Houston Company Plans New LNG Terminal in Pascagoula

The facility will have the capacity to regasify an average of approximately one billion cubic feet of natural gas per day.

A newly formed energy company, Gulf LNG Energy Company LLC (Houston, Texas) is developing a liquefied natural gas (LNG) terminal near the eastern end of the Mississippi Gulf Coast. Gulf LNG Energy LLC has signed an agreement with the Port of Pascagoula to build the terminal on port property in Bayou Casotte. The company has retained the engineering and environmental services of Technip Incorporated (Paris, France) to complete final facility design work and will apply to regulatory authorities for permits in the first half of 2005. The permitting process, through the Federal Energy Regulatory Commission, will take an estimated 18 months to complete. Gulf Energy plans to begin construction on the new terminal in late 2006, with a completion date targeted for 2009.

If the project is approved, capital outlay to construct the LNG facility will amount to nearly $450 million. The facility will have the capacity to regasify an average of approximately one billion cubic feet of natural gas per day and the terminal will take about 2 1/2 to 3 years to build. The LNG terminal will be constructed on 40 acres and be surrounded by open water and more than 200 acres of unoccupied land.

The $450 million Pascagoula plant will be designed primarily to convert extremely cold liquid gas into vapor. The fuel would be brought to the terminal by large LNG carriers that can typically hold over 175,000 cubic meters of LNG.

The Mississippi coast and the Mobile area are target locations for energy firms because of the pre-existing pipeline and port infrastructure. Pipelines from the facility will be linked with others to deliver the gas throughout the South and Northeast.
