S&B Adds Phillips 66's Sweeny Hub Units to Long List of NGL Projects

Researched by Industrial Info Resources (Sugar Land, Texas)--Phillips 66 (NYSE:PSX) (Houston, Texas) picked S&B Engineers and Constructors Limited (Houston) to perform engineering, procurement and construction (EPC) for two natural gas liquid (NGL) fractionation plants at Phillips 66's Sweeny Hub in Texas. S&B already is at work on several major NGL projects in Texas, including two large complexes in Mont Belvieu. Industrial Info is tracking $1.75 billion in active projects involving S&B.
The EPC contract covers the $200 million NGL Fractionation Unit 2 and $200 million NGL Fractionation Unit #3 at the Sweeny Refinery in Old Ocean, Texas. Each unit will have a capacity of 150,000 barrels per day (BBL/d) and treat and fractionate a demethanized natural gas mixture into ethane, propane, isobutane, normal butane and natural gasoline. "This contract represents the twelfth fractionation plant awarded to S & B in the last five years," said James Brookshire, the chief executive officer of S&B, in a press release. Both units are set to kick off in the fourth quarter, and currently are expected to be completed in fourth-quarter 2020. The Sweeny Refinery currently has a capacity of 247,000 BBL/d.
S&B also is performing EPC work for Energy Transfer Partners LP (NYSE:ETP) (Dallas, Texas): the $350 million Train 5 and $350 million Train 6 at the Lone Star NGL fractionation facility in Mont Belvieu, Texas. Each 120,000-BBL/d unit will process NGL supplies from the Woodford and Eagle Ford shale plays and the Permian Basin. "Lone Star's Frac [Train] 5 is still expected to be in service in the third quarter of 2018," said Thomas Long, the chief financial officer of Energy Transfer Partners, in a recent quarterly earnings-related conference call. "It is fully subscribed by multiple long-term, fixed-fee contracts and also includes NGL product infrastructure and a new, 3 million-barrel Y-grade cavern. And Frac [Train] 6 is expected to be in service in the second quarter of 2019. The majority of this frac is fully contracted under demand-based contracts."
Also in Mont Belvieu, S&B is the EPC contractor for Enterprise Products Partners LP's (NYSE:EPD) (Houston) $500 million Train 9 addition at its NGL fractionator complex's propylene facility. The 85,000-BBL/d unit will increase the complex's total capacity to 685,000 BBL/day, to accommodate growing NGL volumes from the Eagle Ford Shale and Permian Basin. LyondellBasell Industries NV (NYSE:LYB) (Houston) picked S&B to provide engineering and procurement services for its proposed debottlenecking at its Bayport Polyolefins facility in Pasadena. LyondellBasell would increase plant capacity about 30% to 40% through debottlenecking units C and D by replacing or adding new reactors, install larger pumps and upgrading pipes.
