Researched by Industrial Info Resources (Sugar Land, Texas)--Industrial Info is tracking $4.85 billion in planned solar power starts and completions in the U.S. in the fourth quarter of this year. Developers currently receive a 30% tax credit for solar installations constructed through 2021, encouraging growth in U.S. solar power. The West Coast and Mid-Atlantic region are virtually neck and neck in regard to the value of these projects, each with $1.37 of these projects. These regions are followed by the U.S. Southeast, with $1.22 billion in projects. California remains the most significant state for solar development.

Project Completions
Among the largest projects planned for wrap-up in the quarter is First Solar Incorporated's (NASDAQ:FSLR) (Tempe, Arizona) $315 million, 130-megawatt (MW) California Flats solar farm near Shandon, California. Construction on the project kicked off in early 2016 and will use First Solar's Thin Film Cadmium Telluride panels. The project is being built on a 2,600-acre site, with McCarthy Building Companies Incorporated (San Jose, California) performing engineering, procurement and construction. For more information, see Industrial Info's project report. A $275 million Phase II of the solar farm is planned to kick off almost as soon as the first phase is completed. In Texas, Recurrent Energy (San Francisco, California) is wrapping up construction of the RE Monument solar farm near Sheffield. Construction on the 100-MW solar farm began in the second quarter of this year and is expected to wrapped up by the end of the year. The site will have a 230-kilovolt substation and underground collector system that will tie into the substation. Moak, Casey & Associates (Austin, Texas) is acting as a consultant on the projects, which has an estimated total investment value of $210 million. Virginia, with $566 million in solar project activity in the fourth quarter, leads the U.S. Mid-Atlantic region. Among the projects to be wrapped up in the quarter is Southhampton Solar LLC's (Radnor, Pennsylvania) 100-MW solar farm near Boykins, Virginia. The project is being constructed on existing farmland arranged in multiple clusters. Construction began in the first quarter of this year and is expected to be completed by yearend. Project Starts
Florida leads the U.S. Southeast for solar project activity. The state's leading electricity provider, NextEra Energy Incorporated (NYSE:NEE) (Juno Beach, Florida), has launched a series of eight 74.5-MW solar projects across the state. Among these is the $116 million Hammock Solar Energy Center near Labelle. The facility is being constructed on a 957-acre site and will use 330,000 photovoltaic solar panels. Construction is expected to wrap up in the first quarter of next year. Black & Veatch (Overland Park, Kansas) is performing engineering, procurement and construction. In California, First Solar is gearing up for construction of the Willow Springs solar array near Rosamond. The 150-MW project is being constructed on a 1,400-acre site and will use 2.3 million photovoltaic panels. Construction is planned to be completed by the end of 2018. In the Mid-Atlantic region, one of the largest solar project starts in the fourth quarter is to be found in North Carolina. The 74.9-MW Pecan Solar Park will be constructed near Seaboard, North Carolina, in the northeast part of the state, and is set to kick off construction by the end of the year for completion next summer. The project will use an estimated 367,000 photovoltaic solar panels. GEENEX (Charlotte, North Carolina) is developing the project, which is in the late planning stage.
