Uttar Pradesh Power Invites Consultant Bids for Super Critical Thermal Plant
The Uttar Pradesh Power Corporation Limited (UPPCL) has invited tenders from consultants for its 1,200-megawatt (MW) Jawarharpur thermal plant in Etah, Uttar Pradesh.

The selected consultant will be required to undertake a feasibility study of the venture, create a final report and prepare a detailed project report, in addition to conducting studies for a comprehensive environmental impact assessment. The consultant will also be responsible for obtaining an environment clearance from the Uttar Pradesh Pollution Control Board and the Ministry of Environment and Forests based on the environmental impact assessment report.
The Jawarharpur venture was initiated more than a decade ago when Canasia Power Corporation (Toronto, Ontario), through its Indian subsidiary Jawaharpur Power India Private Limited, had signed an agreement with the Uttar Pradesh state government in 1993 to set up an 800-MW subcritical thermal power plant in Jawarharpur. The state government had also agreed to purchase power generated from the project for a period of 30 years through UP Power Corporation Limited.
In view of the increased demand for power, the project capacity has since increased 65%, growing from the originally intended 800 MW to 1,320 MW. The associated process has also been upgraded to employ supercritical clean-coal technology, which is expected to increase the overall efficiency of the project and reduce impact on the environment.
The Jawarharpur power plant is expected to begin power production by 2012. The design and layout of the plant allows for further expansions of about 660 MW. Canasia has awarded the engineering, procurement and construction contract for the $1 billion power plant to China National Electric Equipment Corporation (Beijing). The plant is expected to be established through a consortium comprising Indian and foreign companies. Canadian presence in the venture will be prominent, with significant participation and ownership coming through Canasia.
Power from the Jawarharpur venture, in addition to addressing local demand, is expected to silence quite a few small and medium diesel generators in the vicinity of Agra and Delhi that have been serving as a source of backup power in the region.
The UPPCL has initiated several power ventures in the state, including the Jawarharpur plant, to meet the power availability gap which currently stands at about 1,200 MW. The company hopes to generate 5,450 MW of power by the end of 2012. Several projects in the state are under various stages of construction. The 600-MW coal-based Rosa power project, the 500-MW Harduaganj thermal project, the 165-MW Sri Nagar hydoelectric plant across the Alaknanda River, and the 500-MW Parichcha thermal power plant are expected to commissioned by 2010. Furthermore, work on the first units of the Anpara-C (600 MW), Anpara D (500 MW) and Anpara E (500 MW) ventures are scheduled to be completed by 2011. In 2012, the UPPCL expects to complete the first phase of the Bara and Karchana plants, each of which has a capacity of 600 MW.
