Researched by Industrial Info Resources (Sugar Land, Texas)--The National Development and Reform Commission recently approved plans for energy conservation in Guizhou Province through experimental power generation, which has already been launched. About 592 metric tons of standard coal was saved after the first day. It is expected that 300,000 metric tons of standard coal can be saved through the plans and that sulfur dioxide emissions can be reduced by 15,000 metric tons.
In August 2007, the State Council of China published the "Rules of Power Generation Dispatching Targeted on Energy Conservation (Trial Edition)," and in October 2007, a team was established. The implementation of policies in experimental power generation for energy conservation will play an important role in achieving the restrictions placed the Chinese government for energy conservation and emissions reduction, as well as to protect the ecological system during the 11th five-year plan (2006-10)eleventh five-year plan (2006-2010), an NDRC official said.
The plans have changed the traditional way power is dispatched, canceling the generation quota allocated through administrative plans in the past. According to the new dispatching rules, energy conservation and emissions reduction will be targeted through the proper dispatching of power generation and supply facilities in the grid. Priority is given to renewable and clean energies. Generating units are sorted according to their energy consumption and pollution emissions. Fossil-fuel generating resources will be dispatched according to their priority in order to reduce energy consumption and pollution emissions to the maximum extent and to ensure that the grid is operated in an efficient and clean way.
