China to Focus on Five Categories of Energy Projects

Researched by Industrial Info Resources (Sugar Land, Texas)--The State Council Information Office of China published the "China's Energy Conditions and Policies" report in late December, and the nation will focus on building five categories of energy projects, a person in charge of the National Development and Reform Commission said in an interview regarding the report.
The five categories:
1) Energy bases: to develop coal bases in an orderly way; speed up construction of petroleum and gas bases; develop hydropower bases; optimize the construction of coal-power bases; and accelerate the construction of nuclear power bases
2) Energy storage and transportation projects: coal-transportation passages and ports; oil and gas transportation pipelines; and power grid facilities
3) Petroleum-substitution projects. China will speed up the development of coal-based liquefied fuel and coal-chemical technology, as well as the construction of key demonstrative projects in an orderly way under united planning.
4) Renewable energy industrialization projects. China will give priority to developing renewable energies with huge potential in resources and proven technology, such as wind power, biomass power, biomass-molding fuel and the utilization of solar energy, and to drive industrialization through extensive construction.
5) Energy development in rural areas. China will work to develop renewable energies suitable for use in rural areas by farmers, such as wind power, biomass energy and solar energy, based on the principle of "development based on local conditions, supplementation between multiple energy resources, comprehensive utilization with focus on actual results," while continuing to accelerate the construction of small hydropower and rural power grids.
According to the report, the features of energy resources in China can be summarized as abundant in volume but very low per capita, imbalanced and difficult to exploit. Compared with other places in the world, China faces geological difficulties in exploiting its coal resources, and has to get most of its coal by underground mining, as only a small amount can be mined by opencast methods. Oil and gas resources are in areas with complex geological conditions and at great depths, so advanced and expensive prospecting and exploiting techniques are required. Untapped hydropower resources are mostly located in the high mountains and deep valleys of the southwest, and far from energy consumption centers.
