ConocoPhillips Moves Forward with HRVOC Compliance Project at Texas Refinery
As part of a TCEQ (Texas Commission on Environment Quality) mandate, ConocoPhillips will install a flare gas recovery system

ConocoPhillips (NYSE:COP) (Houston, Texas) is planning to spend an estimated $20 million to monitor and reduce its HRVOC (Highly Reactive Volatile Organic Compound) levels at its Sweeney petroleum refinery located in Old Ocean, Texas starting early next year.
Technip-Coflexip (Houston, Texas) is providing engineering and procurement assistance as the onsite alliance contractor for the Sweeney refinery site. Construction is expected to begin early next year and be complete ahead of the mandated deadline of December 2005. A significant portion of the cost in this estimated $20 million project is the 30-inch and 36-inch flare line piping that is at the very center of this project.
Also on the environmental agenda for the refinery, a new SCR (selective catalytic reduction) unit to reduce emission in a major heater is expect to come online this fall to reduce NOx (nitrogen oxide) emissions and a second SCR will be installed for their largest cat cracker in 2008.
The neighboring petrochemical plant owned and operated by Chevron Phillips Chemical Company LP (CPC) (The Woodlands, Texas) is also expected to invest heavily in environmental compliance projects in the coming year as they also prepare to meet new HRVOC and NOx emission reduction mandates. CPC has installed ultra low NOx burners in three of the 24 operating furnaces currently in operation at the site and continues with a technology evaluation to determine the best solution for lowering NOx emissions in the ethylene plant. CPC is working with their onsite alliance engineer SNC-Lavalin GDS Incorporated (Houston, Texas) to complete scheduling and engineering for HRVOC monitoring which will include CEMS units on flares and cooling towers across the entire plant site. Installation of the new instruments and hardware is expected to begin this fall and be complete by next summer.
