EIA for Sinopec Anqing Refinery Crude Oil Project Accepted by MEP

Researched by Industrial Info Resources China (Beijing, China)--The environmental impact assessment (EIA) report for the Sinopec Anqing Refinery's crude oil adaptive reformation and oil quality upgrade alternative project was accepted by the Ministry of Environment Protection (MEP) recently, according to an announcement from the MEP on December 10, 2012.
The Sinopec Anqing Refinery, built in 1974, is owned by Sinopec Anqing Branch Company, which has two atmosphere distillation devices with an annual crude oil processing capacity of 110,000 barrels per day (BBL/d), including one 80,000-BBL/d device commissioned in 1974 and one 30,000-BBL/d device commissioned in 1995, together with a 2,000-ton-per-day Shell coal gasification device, a 300,000-ton-per-year synthetic ammonia device, and a 580,000-ton-per-year urea device.
In 2009, Sinopec decided to implement the refinery reformation and upgrade project, which plans to shut down the existing 30,000-BBL/d distillation device and replace it with a 100,000-BBL/d device to expand the total crude oil processing capacity of the refinery to 160,000 BBL/d, with a total investment of about $976 million; the associated EIA report had received approval from the MEP in 2010. The project mainly comprises the construction of 10 sets of new petroleum and chemical devices, the renovation of an existing device, and the elimination of six sets of inefficient small devices.
The groundbreaking ceremony for Sinopec Anqing Refinery's 160,000-BBL/d upgrade project was then held at Daguan District of Anqing City on January 18, 2010. In order to further reduce pollutant emission and enhance environmental protection, Sinopec Anqing further optimized the plant layout and associated environmental protection facilities, including sewage processing, sludge processing and solvent regeneration devices.
According to the schedule, the expansion project is expected to begin operations in September 2013. Upon completion, Anqing Petrochemical's comprehensive processing capacity will be expanded from 110,000 to 160,000 BBL/d. Its diesel and gasoline output will have an additional 2.7 million metric tons per year; its oil quality will be fully upgraded to G-III (equivalent to Euro III) standards, and greatly alleviate the shortage of product oil supply in central China.
