Researched by Industrial Info Resources (Sugar Land, Texas)--The Federal Energy Regulatory Commission (FERC) has granted approval to Energy Transfer Partners (NYSE:ETP) (ETP) (Dallas, Texas) to put Phase 1B of the Rover Pipeline into service. The move puts ETP closer to its goal of completing the full, $4.2 billion Rover project by the end of first-quarter 2018. The company says Rover is now 95% complete. Industrial Info is tracking $15.27 billion in active projects involving ETP, including $1.43 billion worth related to the Rover Pipeline.
With Phase 1B in service, ETP says Rover can transport as much as 1.7 billion cubic feet per day of natural gas from the Marcellus and Utica shales to various markets in western Ohio, Michigan, West Virginia and Canada. Phase 1B runs from Marion Township in Noble County, Ohio, to Cadiz Township in Harrison County, Ohio. Six receipt points have been added to the line as part of 1B, from the Seneca through Clarington areas of the Marcellus and Utica supply basins.
As planned, the full, 713-mile Rover Pipeline eventually will have a total capacity of 3.25 billion cubic feet per day. Industrial Info is tracking progress on the major remaining portions of the line, including a $400 million Michigan segment, which runs 179 miles from the international border near Dawn, Ontario, to the Midwest Hub near Adrian, Michigan; a $60 million western Ohio segment, which runs 26 miles Tiffin to Clarington, Ohio; a $75 million eastern Ohio segment, which runs 32 miles from Clarington to Cadiz, Ohio; and a $100 million West Virginia segment, which runs 35 miles from Clarington, Ohio, to Doddridge County, West Virginia.
All are expected to be completed toward the end of first-quarter 2018. For more information, see Industrial Info's project reports on the Michigan, western Ohio, eastern Ohio and West Virginia segments.
Last week, FERC granted ETP the right to resume horizontal drilling at eight sites in Ohio and West Virginia, including the last 20 of Rover's entire 49 drills. FERC's decision brushed aside concerns from the Ohio Environmental Protection Agency, which had sought a pause in drilling due to repeated spills of the clay and water mix used to lubricate the drilling blades, according to Reuters.
Industrial Info is tracking progress at six compressor stations tied to the Rover line in Ohio:
- a $50 million station in Bucyrus; see project report
- a $50 million station in Caldwell; see project report
- a $45 million station in Wooster, which is attached to the mainline; see project report
- a $40 million station in Bloomville; see project report
- a $35 million station in Marietta; see project report
- a $35 million station in Summerfield; see project report
ETP has signed a slew of natural gas producers to use Rover, including Antero Resources (Denver, Colorado), EQT Corporation (NYSE:EQT) (Pittsburgh, Pennsylvania), Range Resources Corporation (NYSE:RRC) (Fort Worth, Texas) and Southwestern Energy Company (NYSE:SWN) (Spring, Texas).
