Municipal Energy Agency of Nebraska (MEAN) (Lincoln, Nebraska) is in the testing phase for new 10.5 megawatt (MW) wind farm near Kimball, Nebraska with commercial operations planned for the fourth quarter of 2002.

The plant utilizes seven 1.5MW wind turbine/generator sets that are 236 feet in diameter set on steel towers that are 230 feet tall for a total height of 348 feet and can provide power to approximately 10,000 homes.
MEAN is the wholesale electricity supplier that was established in 1981 as part of NMPP Energy and provides electricity to 55 member organizations.
TVIG was founded in 1998 to provide energy solutions for power generation and economic development. They provide engineering, procurement, and construction services in the Americas, Eastern Europe, and Africa.
