Global Alumina Contracting to Build 206-Megawatt Cogeneration Plant for Sangaredi Alumina Refinery in Guinea

Global Alumina is contracting with Shandong Electric Power Company (SEPCO) to build a $275 million cogeneration facility near Boke, Guinea for Global Alumina Corporation’s (NYSE:GLA.U ) (Toronto Ontario) 3 million tons per year Sangaredi Alumina Refinery near Boke, Guinea, Africa. The site work for the cogeneration plant began this spring and is to be complete by April 2007. The power/steam plant is expected to call for an operating staff of about 120 employees.

SEPCO (Jinan City, Shandong Province, China) is in negotiations for the engineering, procurement and construction contract. During Phase I, the primary equipment will be two coal and/or petroleum coke-fired circulating fluidized-bed (CFB) boilers (Foster Wheeler or equal) and one 500,000 pph heavy fuel oil-fired (HFO) industrial boiler (Chinese manufacturer not yet named) and four 51-megawatt (MW) back pressure steam turbine/generator (ST) sets (Hitachi, MHI, Alstom or Chinese manufacturer) all on a common header system. The cogeneration plant is being built in two phases: 154.5 MW Phase I calls for two CFB boilers, the HFO boiler and three ST’s; Phase II (51.5 MW) will consist of a 3rd CFB boiler and a 4th ST. The schedule for the power island mobilization is January 2007 and completion of the plant is scheduled as such: HFO boiler and 1st ST completion 2Q09, 1st CFB boiler and 2nd ST completion 3Q09, 2nd CFB boiler and 3rd ST completion 4Q09 and Phase II 3rd CFB boiler & 4th ST completion 2Q10.

Sithe will meet environmental air quality requirements by use of the limestone injected into the CFB boilers to control SO2 emissions and baghouses will control the particulate matter emissions. Sithe will meet boiler water quality standards with demineralizer’s (filtration, anion and cation, mixed-bed systems).
