Market Commentary
Uncertainty. Though OPEC+ will slowly turn its spigots back on in August, it is hard to say where we will find ourselves heading into September.

What we do know is that the U.S.-- the world's largest economy -- continues to struggle, with Congress unable to finalize its latest stimulus package--though Europe was able to recently pass its own. India, which had been showing decent signs of a recovery, is now in a precarious state as monsoon season looms, while China is dealing with the economic ramifications of recent flooding.

What does all this bode for global demand, which is what any further oil market recovery hinges on? Seems like the world will have to wait to 2021 to know for certain.

Within this Global Refining Report, IIR hopes to shed some light on what is transpiring from a refinery operations perspective as the Global Refining Index (working with ADUs) illustrates what is happening to operationally available crude capacity, and how refineries are de-rating and operating in these times. The Global Refinery Maps detail the impact of COVID-19, as well as non-COVID-19 outages. Area charts visualize the impact of capacity taken offline in Asia, Europe and North America, for COVID-19 and other reasons.

Petroleum Refining Highlights
July 31, 2020 - IIR has confirmed that Pemex TRI is continuing with planned repairs on its 6,000-barrel-per-day (BBL/d) HF Alkylation 2 and 5,000-BBL/d MTBE 1 units at its 270,000-BBL/d refinery in Cadereyta, Mexico. The work that began on June 8 is expected to be completed by mid-August. The 65,000-BBL/d FCCU 1, which was forced offline July 21 due to equipment issues, is scheduled to continue as such until mid-September. Pemex TRI is continuing to operate the facility at reduced rates--due to inventory controls related to company finances--by keeping the 120,000-BBL/d Combinada 1 (Crude 1) offline and the 150,000-BBL/d Combinada 2 (Crude 2) running at 120,000 BBL/d. IIR continues to monitor the refinery situation and will issue an update when more details become available.

July 31, 2020 - IIR has confirmed that ENAP Refinerias is continuing with planned maintenance at its 115,700-BBL/d Bio Bio Chile refinery, which has been offline since June 3 for repairs on its 50,300-BBL/d Crude Topping 1, its 13,000-BBL/d Delayed Coker and its 9,000-BBL/d HT (naphtha, gasoline, diesel). The units are expected to resume activities by mid-August, and the turnaround will last 74 days instead of 60, as previously reported. The facility had been operating at 65% of its normal capacity since early May, due to COVID-19 pandemic. IIR continues to monitor refinery operations and will issue an update when more information becomes available.

July 31, 2020 - Galp Energia SGPS S.A. has restarted the fuel and conversion areas at its 120,285-BBL/d refinery in Matosinhos (Porto), Portugal. The 95,285-BBL/d Crude 2, the 9,800-BBL/d Gasoil HDS 1, the 28,000-BBL/d Gasoil HDS 2, the 14,600-BBL/d Platformer (1300), the 10,200-BBL/d Platformer (3300), the 13,100-BBL/d Vacuum, the 17,000-BBL/d Visbreaker and associated units were shut down April 5 due to COVID-19 precautions and were restarted July 20. All processing units at the refinery are now working at 70% capacity. Separately, the planned turnaround on the Fuel Area (Line 2), including the 95,285-BBL/d Crude 2 and the 10,200-BBL/d Platformer (3300), is expected to begin in the late autumn of 2021, instead of March 2021 as initially planned. Meanwhile, the aromatics, utilities and base-oil areas are expected to undergo a minor shutdown in May 2021.

July 31, 2020 - IIR has confirmed that Slovnaft a.s. has completed a planned maintenance shutdown and catalyst changeout of its 26,000-BBL/d RHC (Residual Hydrocracker), 25,000-BBL/d VGO Hydrotreater and associated units at its 115,000-BBL/d refinery in Slovnaft, Slovakia. The maintenance turnaround kicked off in early July and was completed on July 31.

July 31, 2020 - IIR has confirmed that Zeeland Refinery N.V. is restarting units after completion of a planned plant-wide maintenance turnaround at its 153,000-BBL/d Zeeland Refinery in the Netherlands. The units began shutting down gradually May 15, and maintenance work was completed in late July.

July 31, 2020 - Suez Oil Processing Company (SOPC) has rescheduled a 30-day planned turnaround for its 40,000-BBL/d CDU 2, its 13,000-BBL/d Naphtha Hydrotreater 1 and its 13,000-BBL/d Reformer units at its 60,000-BBL/d Suez Refinery in Egypt due to COVID-19 precautions. Previously, the turnaround was planned to begin August 1, but it is now expected to begin by November 1. The company expects to complete repairs and restart the units by November 30.
