Kuwait National Petroleum Grassroot Refinery Escalates to $14 Billion

Kuwait National Petroleum Company (KNPC) (Safat, Kuwait) is planning to construct a 615,000-barrel per day (BBL/d) crude oil refinery in Mina Al Zour, Kuwait. The project was originally projected to cost $5 billion in 2005, but engineering and construction prices have now escalated to $14 billion. The refinery cost was increased due to rising construction and energy costs. KNPC has awarded Fluor Corporation (Sugar Land, Texas) project management contractor duties for the new refinery. Kuwait Petroleum is expected to select several engineering and construction companies by the third quarter of 2007 to perform engineering, procurement, and construction services for several areas of the massive project.

The refinery will include about 32 new process units and is scheduled to begin construction by the second quarter of 2008. Construction is expected to take about 48 months to complete. The refinery will have three 205,000 barrel per day crude distillation units, three 110,000 barrel per day atmospheric residue desulfurization units utilizing Chevron technology, three 62,000 barrel per day diesel hydrotreaters utilizing Royal Dutch/Shell Technology, two 2,600 gallon per minute saturate units, a 10,000 barrel per day LPG treater unit, and a sulfur recovery complex to include four 1,000 ton per day sulfur recovery units with three 7,000 gallon per minute amine units & three 2,600 gallon per minute sour water strippers. KNPC will utilize Haldor Topsoe for three 18,000 barrel per day naphtha hydrotreaters, three 53,000 barrel per day kerosene hydrotreaters, and four 45 million standard cubic feet per day hydrogen units.

KNPC is the national oil refining company of Kuwait. Kuwait National Petroleum was established in October 1960 as a shareholder company owned by government and the private sector. KNPC handles the responsibility of oil refining, gas liquefaction, and distribution of petroleum goods within the local market. The company has three refineries located in Kuwait, which are: 256,000 barrel per day Mina Abdulla, 442,000 barrel per day Mina Al-Ahmadi, and 195,000 barrel per day Al-Shuaiba.
