Researched by Industrial Info Resources (Sugar Land, Texas)--The National Development and Reform Commission (NDRC) decided in early December to abolish approvals for 13 thermal power projects, including the Changchun thermal power plant expansion, according to the State Council. According to the announcement, construction on projects already started must be stopped immediately dismantled.
The 13 projects involve 25 units with a total installed capacity of 2,442 megawatts (MW):
Two projects (375 MW) in Jilin Province
Four projects (108 MW) in Liaoning Province
Three projects (614 MW) in Henan Province
Three projects (745 MW) in Shanxi Province
One project (600 MW) in Guizhou Province
Besides two 300-MW units at the Guizhou Dujun power plant and two 200-MW units at the Shanxi Shuozhou thermal power plant, all of the units are small thermal power units with single-unit capacities of less than 135 MW.
In order to better implement the policy of energy conservation and emissions reduction, the Chinese government has enhanced its implementation of replacing small units with large units. By the end of November 2007, China had shut down 365 small thermal power units totaling 11,100 MW.
Regarding the arrangement of new power projects, the state will give priority to places and enterprises with obvious achievements in the shutdown of small thermal power units. The NDRC emphasizes that projects that are replacing more capacity, as well as proper arrangements for the staff of units that are shut down, will be considered in the nation's construction plans.
