The application for the approval will need to be prepared by an institution qualified for Class-A engineering consultancy. The application will then be submitted to the NDRC by the local investment authority at the provincial level with comments from the first trial. For groups under the state plan or enterprises managed by the central government, the application can be submitted to the NDRC directly but will be submitted with comments from the local investment authority at the provincial level.

The report states that while submitting the application, the applicant will also need to submit approval comments from related departments, including environmental protection, land and water resources, and the urban and township planning department. The NDRC will examine the application according to related laws, regulations and industrial policies.
