NDRC Finalizes Approval Procedures for Power Projects Utilizing Coal Gangue

Researched by Industrial Info Resources (Sugar Land, Texas)--The National Development and Reform Commission (NDRC) recently released notices on issues regarding approval procedures for power projects utilizing coal gangue in order to direct pre-stage preparation, to further normalize project-approval procedures and to strengthen project management.

According to the report, power projects utilizing coal gangue (including coal gangue combined heat and power projects) must be submitted to the NDRC for approval. The application for the approval will need to be prepared by an institution qualified for Class-A engineering consultancy. The application will then be submitted to the NDRC by the local investment authority at the provincial level with comments from the first trial. For groups under the state plan or enterprises managed by the central government, the application can be submitted to the NDRC directly but will be submitted with comments from the local investment authority at the provincial level.

The report states that while submitting the application, the applicant will also need to submit approval comments from related departments, including environmental protection, land and water resources, and the urban and township planning department. The NDRC will examine the application according to related laws, regulations and industrial policies. In case of changes to an approved project, the applicant will be required to inform the NDRC in writing in a timely fashion. The NDRC will then decide whether to issue a written confirmation or request the applicant to go through the approval procedure again.

The report emphasizes that start-up of power projects utilizing coal gangue will need to be reported to the NDRC and that periodic progress reports will be required. Tax preference or allowance will only be applied after the project is put into operation and accepted by the NDRC.
