NWEPDI Signs Engineering Contract for Huaneng Xinjiang Jimusaer Coal-Fired Project

Researched by Industrial Info Resources China (Beijing, China)--Northwest Electric Power Design Institute (NWEPDI) (Xian, Shaanxi), a subsidiary of China Power Engineering Consultancy Corporation (CPECC) (Beijing), signed the survey and engineering contract for Huaneng Xinjiang Energy Development Company Limited's (HXEDC) (Urumqi, Xinjiang) 1,320-megawatt (MW), Phase I Jimusaer Power Plant coal-fired project in Urumqi, the capital city of northwest China's Xinjiang autonomous region, on December 30, 2013, according to a recent CPECC announcement.

The Huaneng Xinjiang Jimusaer Power Plant is located in the Wucaiwan Coal, Power & Chemical Industrial Base in Jimusaer County of the Changji prefecture, in the Xinjiang region. As one of the key power-source projects attached to the 1,100-kilovolt (kV), ultra-high-voltage DC Transmission Line that is being planned to transmit power from the East Junggar Region of Xinjiang to eastern China, the power plant has a total planned capacity of 2,640 MW. Two 660-MW, ultra-supercritical, air-cooling, coal-fired units, together with flue gas desulfurization units, high-efficiency electrostatic precipitators, low nitrogen oxide (NOx) burners and selective catalyst reduction (SCR) devices, will be built in Phase I, with a total investment of about $800 million.

Early in 2009, the HXEDC signed a cooperation agreement with TBEA Company Limited (Urumqi, Xinjiang) for the joint development of the power plant. In November 2009, the preliminary feasibility study report for the project passed an examination from an expert panel. In July 2011, the detailed feasibility study report for the project passed another panel examination. However, the project is still subject to approval from the National Development and Reform Commission, the top planner of China.

According to the schedule, the project will begin construction in May 2014. The first unit is expected to begin operations in December 2015, and the second unit in February 2016. Electricity generated from the pit-mouth power plant will be transmitted directly to eastern China upon completion.
