Plains All American Nears Construction Phase on $64 Million Crude Oil Terminal Expansion in Louisiana
The scope of the phase II expansion includes the construction of four new 600,000-barrel capacity storage tanks and several smaller tanks.

Plains All American Pipeline LP (NYSE:PPA) (Houston, Texas) is quickly approaching the construction phase for its Saint James terminal phase II expansion in Saint James, Louisiana. The phase II expansion will increase the crude oil storage capacity at the terminal by an additional 2.7 million barrels at a capital cost of $63 million. The phase II expansion comes on the heels of the completion of the $94 million phase I project at the Saint James terminal. The initial phase I project was completed earlier this year and consisted of seven large tanks with a crude oil storage capacity of 3.5 million barrels.
Plains All American has already begun some site preparation activities for the phase II expansion and expects to begin major construction activities in the second quarter of 2007. Plains All American expects to have the phase II project completed and in-service in early 2008. There is early talk of an additional phase III expansion at the Saint James crude oil terminal, but no scope for the project has been confirmed.
