China Datang's Changshan Thermal Power Plant 660-Megawatt Expansion Project Receives Approval

Researched by Industrial Info Resources (Sugar Land, Texas)--China Datang Corporation's (Beijing) 660-megawatt (MW) expansion project at the Changshan Thermal Power Plant received approval from the National Development and Reform Commission (NDRC) on October 20, 2010.

Changshan Thermal Power Plant, which is in Changshan Town in Qianguo Mongolian autonomous county, in the Jilin province, was built in 1969. Through five stages of expansion and an oil-to-coal fuel alternative renovation, the power plant was expanded to nine units, with a total installed capacity of 693 MW and 2,600 employees.

In responding to the nation's policy to conserve energy, reduce emissions, further improve the utilization of primary energy and promote local economic development, Datang Jilin Power Generation Company Limited (Changchun, Jilin), a regional subsidiary and the owner of Changshan Thermal Power Plant, decided to build two 600-MW units to replace smaller, coal-fired units.

As reported, following the shutdown of units 1, 2, 4, 5, 6, 7 and 8 starting in 2007, the plant's operation capacity was reduced to 200 MW. The coal consumption for the plant's power supply was reduced from 386 grams to 362 grams per kilowatt-hour, and the emission of soot, sulfur dioxide and nitrogen oxide was reduced by 18,100 metric tons, 14,550 metric tons and 9,680 metric tons per year, respectively.

Construction of Unit 10, which is the first 660-MW, supercritical, coal-fired unit, began in 2008 and was completed at the end of 2009, but was not connected to grid because the project did not receive approval from the NDRC until October 2010.

Presently, the company is planning to build another 660-MW unit by shutting down the remaining two small, coal-fired units. Upon completion of the expansion in 2012, the final installed capacity of the power plant will be expanded to 1,320 MW.
