China National Petroleum Lays Foundation for $1.6 Billion Oil Refinery

China National Petroleum Corporation (CNPC) branch, Guangxi Petrochemical, laid foundations for a 10 million-ton per year (about 165,000 barrels per day) crude oil refinery project on December 30, 2006. The project’s infrastructure design conference was held in Qingdao City, Shandong Province, between March 13-17. The site of the refinery is in the Qinzhou Economic Development Zone, in southern Guangxi Zhuang Autonomous Region at the Beibuwan Harbor. AMEC China (Shanghai, China) was recently awarded the project management contract for the project.

The $1.6 billion oil refinery project includes an atmospheric and vacuum distillation unit in addition to nine other major refinery units. It also includes auxiliary facilities such as docks and oil storage. The project’s main refinery is the biggest nation-wide, refining 10 million tons of crude oil from Sudan every year. Upon completion, it is expected that 7.6 million tons of refined oil, liquid petroleum gas, polypropylene and other petrochemical products will be supplied to Southeastern China annually. This in turn will create laudable economic and social benefits for the country and the people.

Guangxi Zhuang is strategically located at the conjunction of the South China Economic Zone, the Southwestern China Economic Zone and the Association of Southeast Asian Nations (ASEAN). It is the leading force in the regional economic cooperation. Among the twelve western Chinese provinces and municipalities, it is the only one that boasts a seaport; therefore, Guangxi Zhuang enjoys incomparable geographic advantages and preferential treatment from the government.

So far, the project is the largest industrial project for Guangxi. Top regional officials spoke highly of the project’s positive impact on the area’s economic development.
