Colorado Utilities Surpass $1 Billion in Cutting Emissions and New Construction

One company, the Public Service Company of Colorado (Denver, Colorado), owned by Xcel Energy, will invest at least $1 billion in the next five years at its Colorado power plants for new generation and improving air emissions.
The largest project, a $900 million, 750-megawatt Unit #3 addition is currently under construction at the Comanche Power Station in Pueblo, Colorado. The project includes the construction of a coal/gas-fired dry bottom Alstom boiler, along with a Mitsubishi Heavy Industries (NHI) steam turbine/generator set. Engineering services are being provided by Utility Engineering Corporation (Denver, Colorado), with the construction contract awarded to the Shaw Groups (NYSE:SGR)(Baton Rouge, Louisiana) subsidiary, Stone & Webster Engineering Corporation (Englewood, Colorado). Project completion is expected in 2009.
Close to $100 million will be invested on Units #1 and #2 at the Comanche plant for a dry flue gas desulfurization (FGD) scrubber project that includes a coal/gas Babcock & Wilcox opposed-fired and a Combustion Engineering tangential-fired boiler. Construction is scheduled to take place this summer, with the OEM (original equipment manufacturer) Babcock & Wilcox, Incorporated (Barbeton, Ohio) providing engineering and construction services. Project completion is set for 2008.

Beginning service in 1981, Public Service of Colorados 500-megawatt Pawnee Power Station (Brush, Colorado) is being evaluated for a $120 million scrubber project scheduled for 2009.
Outside of Public Service Company of Colorado, Tri-State Generation & Transmission Association (Westminster, Colorado), a wholesale electric supplier, owned by the fourteen cooperatives that it serves, is conducting a study on a $45 million selective catalytic reduction (SCR) project at its 1,338-megawatt Craig Power Station (Craig, Colorado) in 2009.
