Researched by Industrial Info Resources (Sugar Land, Texas)--Petroecuador (Quito, Ecuador), which is Ecuador's national hydrocarbon company, and its Venezuelan counterpart PDVSA (Caracas, Venezuela) have formed a joint venture to build a petrochemical complex on the western coast of Ecuador.

The joint venture, Petroquimica del Pacifico (Quito, Ecuador), plans to attract private investors, or an engineering, procurement and construction (EPC) company, to take part in the development of the proposed Eloy Alfaro complex.

The petrochemical complex would consist of a benzene plant, a xylene unit and a polypropylene unit. The final size and capacities of the units will be determined by the capacity of an adjacent petroleum refinery that is being planned by Petroecuador. The refinery and the petrochemical plant would be operated independently, but would share offsite utilities.

The preliminary design for the complex has been provided by Jurong International (Singapore, Singapore). To make the enterprise attractive to potential investors or EPC companies, the local government plans to reduce taxes on the project. The joint venture expects to pick an investor by 2015.

Construction is scheduled to kick off by mid-2016.

The petrochemical complex would supply Ecuador's internal market, and any excess material would be exported.
