EU Backs 11 Billion Euros in Offshore Wind Aid for France

Researched by Industrial Info Resources (Sugar Land, Texas)--The European Commission (Brussels) has approved an 11 billion-euro aid scheme under its Clean Industrial Deal State Aid Framework (CISAF), adopted June 25, to support the development of floating offshore wind power in France. The initiative aims to help France meet the European Union's (EU) 2030 renewable energy targets and accelerate its transition to a net-zero economy.

The 20-year scheme will back the construction and operation of three 500-megawatt (MW) floating offshore windfarms, one off Southern Brittany and two in the Mediterranean Sea. Each is expected to generate about 2.2 terawatt-hours (TWh) annually.

Aid will be granted through a competitive, transparent bidding process, awarding one project per offshore zone. Selected developers will receive support via two-way contracts for difference (CfDs). A monthly variable premium will be calculated based on the difference between a fixed strike price (offered during bidding) and actual electricity market prices.

This structure ensures price stability for developers, while protecting public funds in case of market surges. The floating technology further allows deployment in deeper waters, broadening France's offshore wind potential.

This approval reflects the EU's intent to align state support with strategic clean energy technologies while ensuring fair competition. It also signals growing confidence in floating wind as a key pillar of Europe's energy transition.
