Pacific Trail Pipelines Plans to Construct New $1.2 Billion Natural Gas Pipeline in Canada

Pacific Trail Pipeline, Limited Partnership (Vancouver, British Columbia), a joint venture between Galveston LNG, Incorporated (Calgary, Alberta) and Pacific Northern Gas, Limited (NYSE:PNGKF) (Vancouver, British Columbia), is planning to construct a new 470-kilometer, 36”-diameter natural gas pipeline in British Columbia, Canada. The planned KSL Project will increase Pacific Northern Gas’s existing pipeline capacity from 155 million cubic feet per day (mmcfd) to one billion cubic feet per day (Bcf/d) of natural gas and will originate at Galveston LNG’s planned Kitimat LNG receiving & re-gasification terminal and run in an eastern direction to make an interconnection with Spectra Energy’s (NYSE:SE ) (Houston, Texas) existing pipeline system near Summit Lake, British Columbia. The project will also allow for bi-directional flow along the existing pipeline system.

The eastern portion of the new pipeline will be constructed primarily within or adjacent to the existing right-of-way of Pacific Northern Gas’s pipeline system between Endako just west of Fraser Lake and Summit Lake. The western half of the pipeline project will be constructed within a new right-of-way. To supply the needed compression for the pipeline proposal, Pacific Trail Pipeline plans to construct a new bi-directional natural gas compressor station near Burns Lake, British Columbia. The new station will utilize a single turbine-driven compressor package of 4,800 horsepower size or larger. Pacific Northern Gas will also modify a number of its four existing compressor stations to allow bi-directional flow through multiple piping modifications at the affected stations. Depending on the final design of the pipeline system a second compressor station might be added to the scope of the project.

Presently, Pacific Northern Gas is in the permitting phase and expects to receive its permitting approvals form the government regulatory agencies in the last quarter of 2007. Pacific Northern Gas expects to complete its internal commercial studies and achieve commercial closure on the project by the third quarter of 2007. Pacific Northern Gas expects to begin construction one the $1.2 billion project some time in early 2009, with a completion and in-service date targeted for sometime in late 2010.
