Researched by Industrial Info Resources (Sugar Land, Texas)--Panda Power Funds (Dallas, Texas) and Bechtel Corporation (San Francisco, California) have broken ground at the 101-acre Loudon County Stonewall Power Plant site in Leesburg, Virginia. Bechtel is the engineering, procurement and construction (EPC) firm for the project.

Reclaimed municipal wastewater from the Town of Leesburg will be used to cool the plant, Panda Power said in a press release. The Stonewall facility will be a "zero liquid discharge" power plant, which will return no wastewater to a treatment facility. The project has a total investment value of $500 million.
The project is located near several government agencies and large data centers in Washington D.C. and Virginia.
Loudon Country officials have touted the plant's location as a key advantage. "With all the purchasing activity taking place online, along with the transmission of key defense and intelligence information, data centers cannot afford to have one second of energy failure, ever," said Buddy Rizer, director for the Loudon County Department of Economic Development, in a statement.
The natural gas-fired, combined-cycle plant will generate up to 750 megawatts (MW) and will use Siemens AG (NYSE:SI) (Munich, Germany) technology. Two 225-MW Siemens SGT6-5000F5 combustion turbine generators, equipped with duct-fired heat recovery steam generators (HRSG), will be paired with one 300-MW Siemens SST6-5000 steam turbine generator. The project is expected to be completed by July 2017.
Todd W. Carter, president and senior partner of Panda Power Funds, said in a statement that the plant is part of his company's goal of "building the cleanest, most efficient fleet of natural gas-fueled power plants in the nation."
Panda Power is developing two other natural gas-fired plants on the East Coast: the Mattawoman Generating Station in Maryland and the Patriot Generating Station in Pennsylvania. The Patriot project in Williamsport, Pennsylvania, will generate up to 700 MW. It already has started construction and is expected to be completed in February 2017. The Mattawoman project has a planned generating capacity of 859 MW, but is not expected to start construction until fall 2015.
