Researched by Industrial Info Resources (Sugar Land, Texas)--PETROSEN (Dakar, Senegal) is planning to construct a 60,000-barrel-per-day crude oil refinery in Dakar. The $1.4 billion refinery will process light sweet and heavy sour African crude oil from Nigeria or Angola. The refined products will be exported to Europe and the Americas and will also meet the country's needs. The Senegalese government has chosen Energy Allied International (Houston, Texas) to perform project-development services for the construction of the refinery and a 60- to 100-megawatt biodiesel-fired power plant. PETROSEN expects to select an engineering company in early 2008 to perform a feasibility study for the projects, which could begin construction in late 2009. After the study is completed, an engineering and construction company will be selected to perform services for the projects that will start up in 2011.
The Senegalese government founded PETROSEN in 1981. The company is responsible for all hydrocarbon-exploration activities. The SAR refinery in Senegal was built 40 years ago. It processes various light, low-sulfur crude oils and provides the Senegalese and West African markets with refined petroleum products. The new refinery will have the flexibility of processing different crude slates that are available in the West African market.
