Reliance Power Gears Up to Commission Rosa Expansion Units

Researched by Industrial Info Resources (Sugar Land, Texas)--Reliance Power Limited (BSE:532939) (Maharashtra, India), with sister concern Utility Energytech & Engineers Private Limited (Uttar Pradesh, India), which is a subsidiary of Reliance Infrastructure Limited (BSE:500390) (RIL) (Mumbai), is constructing an $850 million, 600-megawatt (MW) expansion of a coal-fired power station in the Shahjahanpur district of Uttar Pradesh.

Utility Energytech is contracted by Reliance Power for engineering, procurement and construction of the second phase of the Rosa Thermal power project, which includes the main civil works package, whereas the erection and commissioning of equipment is done by Petron Engineering Construction Limited (BSE:530381) (Mumbai). Shanghai Electric Corporation (SEC) (China) bagged the boiler-turbine-generator (BTG) contract for $10 million to install two pulverized, coal-fired boilers; two 300-MW steam turbines; and two generators.

Reliance Power will expand the capacity by adding two units of 300 MW each in the second phase, to ramp up the total capacity to 1,200 MW.

The fuel linkage of the power station will be from the Ashoka coal mines of Central Coalfields Limited (CCL), a subsidiary of Coal India Limited (BSE:533278) (CIL) (West Bengal, India) that is in Jharkhand, and the coal will be transported by rail over a distance of 870 kilometers. The water requirement for the plant will be sourced from Garrah River, which is near the project.

Phase I of the powerhouse has been operational since March 2010. The construction of second phase is in full swing, and the completion, which was previously scheduled for March 2012, is now expected by December 2011, according to an official at the project.

The power generated from the 300-MW Phase II will be sold to Uttar Pradesh Power Corporation Limited (UPPCL) (Lucknow, India), and the balance 300 MW will be sold on a merchant basis. A power purchase agreement has been signed with Reliance Energy Trading Limited (RETL). The power generated from the 600-MW first stage is supplied entirely to the home state, through a power purchase agreement with UPPCL.

Rosa II, the second phase of the 600-MW, coal-based plant, is being developed at Rosa village in Shahjahanpur district, Uttar Pradesh. Rosa II is a greenbelt project and is committed to the upkeep and maintenance of the environment in the best possible manner to control the emissions through measures like gas collection efficiency. The 1,200-MW Rosa project is expected to add 20% to Uttar Pradesh's installed power capacity, and will contribute to the improvement of power availability.
