Thai-Led Consortium Launches Petrochemical Refinery Complex in Vietnam

Researched by Industrial Info (Sugar Land, Texas)--After a long period of gestation and changing partners, Vietnam's refinery project in Nghi Son in the central Thanh Hoa Province is ready to move to the construction phase. In late 2007, a memorandum of agreement was signed between the Thailand-based Saha Regal Best (SRB) group and the provincial government.

SRB is in a consortium with China's Kunming No. 1 Construction and Engineering, Australia's Leighton Holdings, Honeywell Limited and Global Union, Malaysia's Transkon Group and the United Kingdom's Jardin Lloyd Thomas. The partners aim to develop the Nghi Son complex for the production of liquefied gas, unleaded petrol, kerosene, jet fuel, diesel and asphalt.

The project will have as its base a crude oil refinery with a capacity to process 7 million to 8.4 million tons per annum (TPA) of oil that will feed a petrochemical complex. The consortium also plans to build a purified terephthalic acid plant with a capacity of 30,000-40,000 tons; a polyethylene terephthalate plant with a capacity of 300,000 TPA; a polypropylene plant with a capacity of 10,000 TPA; and a 400,000-TPA xylene unit.

Vietnam's Ministry of Planning and Investment said that according to the central government's priorities through 2010 for foreign direct investment, foreign investors would be welcome to set up joint ventures and wholly foreign-invested entities to develop the Nghi Son refinery and petrochemical complex and southern Ba Ria Vung Tau Province's Long Son refinery, which is planned for an annual capacity of 10 million tons of crude oil processing capacity. The Long Son refinery is schedule to begin operation in 2013. The state's PetroVietnam is scheduled to launch the country's first oil refinery at Dung Quat in central Quang Ngai Province. The 6.5 million-TPA refinery is scheduled to begin operation in the second quarter of 2009.
