Time Is Nigh for GCC Cement Plant in Colorado

The timing may finally be right for GCC Rio Grande Corporation’s new cement plant in Pueblo, Colorado to begin construction in earnest. The fate of the project is in the hands of GCC Cemento SA de CV’s (Chihuahua, Mexico) board of directors, who are scheduled to make a decision on the project within the next two months.

Currently, GCC Rio Grande operates the only cement plant in New Mexico. Market conditions are favorable for construction of a plant in the area, as cement consumers have experienced shortages lately. Last week, New Mexico Governor Bill Richardson led a group securing increased imports from GCC’s plants located in Mexico. The deal included a temporary curtailment of tariffs on imported cement.

Known as the "Red Rock Project," the proposed cement manufacturing plant in Pueblo, Colorado, is not new. Industrialinfo.com first reported on plans for a new cement plant in October of 1997. The project has been delayed due to permitting or economic reasons several times during its history.

In order to keep its permit from lapsing, GCC Rio Grande Corporation, a subsidiary of GCC Cemento SA de CV, awarded a contract to TIC (Steamboat Springs, Colorado) in March of 2005, to construct a pre-blending building/warehouse on the plant site located on Lime Road eight miles south of Pueblo, Colorado. That $3.4 million project is now finished. TIC is waiting to bid on the main portion of the plant, which is expected to be released by GCC in the next couple of months pending approval from the board of directors.

Construction of the plant will be little help to area cement consumers in the near term, as the earliest it could be in operation would be 2008.
