Tongliao Thermal Power Plant’s Phase VI Project Receives Approval from NDRC

China's National Development and Reform Commission (NDRC) approved the Phase VI expansion of the Tongliao Thermal Power Plant on June 20, 2007. The project consists of two 135 MW circulating fluidized bed boilers and combined-cycle steam turbine generating units.

The Tongliao Thermal Power Plant is located at the East Suburban Industry Park of Ke’erqin District of Tongliao city in North China’s Inner Mongolia Autonomous Region. Construction of the project includes two 135 MW double pumping intermediate reheated condensing type cogeneration units together with two 440 t/h circulating fluidize bed boilers. The project is jointly invested by Tongliao Shengfa Thermal Power Company, Limited (Inner Mongolia, China), and the Aluminum Industry Company, Limited of CPI Huolinhe Coal & Power Group Company, Limited (Inner Mongolia, China). On April 20, 2007, both shareholders merged into a new company named Inner Mongolia Tongshun Aluminum & Power Company, Limited.

Upon the completion of the project, 275 t/h of industry steam can be supplied and a newly added heat supply area of 3.8 million square meters can be provided to residents in Tongliao city, which could effectively alleviate the imbalance between the demand and supply of the heat load and improve the heat supply quality in the urban area.

Total investment of the project is $226 million. Construction preparation of the project started at the end of 2003, and part of the project was put into operation at the end of 2006.
