Peru's OSINERGMIN Announces Winning Projects for Second Renewables Auction

Researched by Industrial Info Resources (Sugar Land, Texas)--On July 23, 2010 Peruvian state-owned entity Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN) published the results of the Second Renewable Resources (RER) Auction. Out of 25 qualified proposals (five biomass projects, three solar projects and 17 hydropower projects), only three were awarded, for a total of 103.7 gigawatts hour per year (GWh/year).

The scope of this auction, which was launched on March 12, 2010, was to award a 20-year purchasing contract with a pre-established price for 427 GWh/year of energy, which would be generated using biomass or solar technologies that will be fed into the National Interconnected Electrical System (SEIN). Additionally, 338.29 megawatts (MW) of generation from hydropower plants should be awarded with similar contracts. Among the unconventional technologies, only one biomass project was awarded: the Central Térmica Lambayeque (1.5 MW), which will have 11.7 GWh/year of energy of the 427 planned. None with solar technology were awarded. Central Lambayeque, owned by Empresa de Generación Hidroeléctrica del Chancay S.A.C., should begin commercial operations on February 29, 2012.

Of the 338.29 MW planned for hydropower generation, 19 MW were awarded, distributed between two projects: Mini Central Hidroeléctrica Patapo (1 MW) and Central Hidroeléctrica Las Pizarras (18 MW). The former, also owned by Generación Hidroeléctrica del Chancay, has an operation startup date set for November 30, 2012. The Las Pizarras project, owned by Empresa Eléctrica Río Doble S.A., should begin operations by December 31, 2012.

The last step for the closure of this auction process is the signing of the contracts, which is scheduled for August 27.
