Japanese Refineries and LNG Terminals Potentially Affected by Typhoon 4

Researched by Industrial Info Resources (Sugar Land, Texas)--The western Japanese areas of Kinki, Chugoku, Shikoku and Kyushu, as well as the islands of Okinawa, have been getting torrential rains as a result of Typhoon 4 since June 20. The rains have been severe enough to warrant evacuation warnings in parts of Wakayama prefecture, and at least one death has been reported due to flooding. In the affected areas, Industrial Info is tracking six refineries and eight liquefied natural gas (LNG) terminals. The majority of these facilities are located on or near a coastline, making them and the shipping vessels they rely on susceptible to damage from high waves as a result of the hurricane.

Of the refineries in the area, the three largest ones are the 170,000-barrel-per-day (BBL/d) Wakayama Refinery, owned and operated by Tonen General Sekiyu K.K. (TYO:5012) (Tokyo); the 140,000-BBL/d Sakaide Refinery, owned and operated by Cosmo Oil Company Limited (TYO: 5007) (Tokyo); and the 136,000-BBL/d Oita Refinery, owned and operated by JX Nippon Oil & Energy Corporation (TYO:5001) (Tokyo). More than 1 million BBL/d of refining capacity across six refineries is located within the affected area.

The eight LNG terminals in the area represent more than 1.7 billion kiloliters (kL) (or more than 800,000 metric tons) of storage, and more than 2,000 tons per hour (T/hr) of regasification capacity. The largest terminals in the affected area include the 480,000-kL, 900-T/hr Kitakyushu Tobata LNG receiving terminal, owned and operated by a subsidiary of Kyushu Electric Power Company Incorporated (TYO:9508) (Fukuoka, Japan); the 480,000-kL, 270-T/hr Yanai LNG receiving terminal, owned and operated by Chugoku Electric Power Company Incorporated (TYO:9504) (Hiroshima, Japan); and the 460,000-kL, 570-T/hr Oita LNG receiving terminal, owned and operated by another subsidiary of Kyushu Electric.
