Researched by Industrial Info Resources China (Beijing, China)--Sichuan No.3 Electric Power Construction Company Limited (SEPCC3) (Chengdu, Sichuan), a subsidiary of the Power Construction Corporation of China (Power China) (Beijing), signed the construction and erection contract with Xinjiang Qiya Aluminum and Power Company Limited (Changji, Xinjiang) for four 360-megawatt (MW), coal-fired air-cooling units in Xinjiang on March 12, according to Power China.
SEPCC3 will be responsible for the construction and erection of units 5, 6, 9 and 10. The contract is valued at $196 million.
The plant is part of Sichuan Qiya Aluminum Group's Wucaiwan Power and Metallurgic Complex in Xinjiang. Xinjiang Qiya Aluminum and Power plans to have a total of 10 coal-fired units, each with a 360-MW capacity, to be built in two phases, including four coal-fired units for Phase I. So far, Unit 1 of the project has begun commercial operations. The remaining three units in Phase I are under construction and final commissioning.
Prior to the current contract, SEPCC3 already had established a working relationship with Xinjiang Qiya Aluminum and Power. For Phase I of the project, SEPCC3 is responsible for the civil construction and mechanical erection of Unit 1; the civil construction of Unit 2; and the construction and erection of the cooling towers and stacks for both units. SEPCC3 achieved all the important milestones with within its deadlines, which helped it win further contracts for the project.
In October 2010, Sichuan Qiya Aluminum Group signed an agreement with the local government to invest $8.2 billion in a power and metallurgical complex in Wucaiwan Town, Jimusar County of the Changji prefecture, in northwest China's Xinjiang autonomous region. Sichuan Qiya Aluminum Group will spend $4.1 billion during the first five years to build a 1.2-million-metric-ton aluminum smelter, a 600,000-metric-ton carbon project, and an 800,000-metric-ton fine aluminum foil project.
